What is Plan Veo?
Plan Veo is a program from the Ministry of Health that will fund up to €100 per child or teenager for the purchase of prescription glasses. The aid will be applied directly in participating optical stores and will take effect at the time of purchase. To benefit, a valid prescription issued by an ophthalmologist or optician-optometrist will be required.
⚠️ Currently, the Royal Decree that regulates this aid is still in process. The General Council of Opticians-Optometrists has confirmed that the Plan has not yet started and will come into force once it is published in the Official State Gazette (BOE). The Plan Veo 2025 is now a reality. The Government of Spain has approved Real Decreto 902/2025published in the Official State Gazette el 9 October 2025, which regulates direct aid of €100 per child for the purchase of prescription glasses.
Since 10 October 2025the Veo Plan is officially in effect, although it still can’t be applied for yet until the registration of participating opticians is activated. In this update, we’ll tell you exactly what the Official State Gazette (BOE) says, which families will be eligible for the benefit, and what the next steps are to access the aid.
What does the Official State Gazette (BOE) say about the Veo Plan?
The Royal Decree 902/2025, of October 7establishes the regulations governing the provision of visual aid benefits for children and adolescents up to 16 years old.
The program aims to:
- Improving the visual attention of children and adolescents.
- Reducing social inequalities in access to prescription glasses or lenses.
- Guaranteeing that all minors can access vision correction systems, regardless of their economic situation.
The official text designates the General Council of Colleges of Opticians-Optometrists (CGCOO) as Partnering entity responsible for coordinating the management of the aid/grants with the Ministry of Health.

When and how to apply for the aid/grant
The Plan Veo has been in force since the 10 October 2025, but families still cannot apply for it.
This is due to the lack of the signature of the Agreement between the Ministry of Health and the CGCOO, which will activate the Management platform and the Register of affiliated opticians.
Once this process is complete, families can benefit from the discount directly at the participating opticians, without the need for prior formalities.

What does the €100 aid/grant cover
The Plan Veo covers up to 100 € VAT included per minor and year for the purchase of:
- Prescription glasses with organic and anti-reflective lenses.
If the glasses cost less than €100, the family will not pay anything. If they exceed that amount, only the difference will be paid.

What families should do
For now, it is not necessary to carry out any formalities/procedures.
Once the agreement is signed and the opticians are affiliated, families will only have to:
- Obtain a valid prescription issued by an ophthalmologist or an optometrist-optician.
- Go to an optician/optical center affiliated with the Plan Veo program.
- Present the minor's health documentation (NHS or mutual insurance/benefit society).
- Enjoy the direct discount of up to €100 at the time of purchase.
Remember: the aid/grant will be applied only at affiliated optical establishments and in person.
